Michael Foot
Chairman, Promontory Financial Group (UK) Ltd.

Mr. Foot specializes in strategic development for financial institutions. He is based in London.

Possessing nearly four decades of experience in financial services, Mr. Foot joined Promontory from the Central Bank of the Bahamas, where he was Inspector of Banks & Trust Companies from 2004 to 2007. From 1998 to 2004, Mr. Foot was a Managing Director of the Financial Services Authority (FSA), Britain’s centralized regulator of banks and investment companies. During his 29-year tenure at the Bank of England (1969 to 1998), he was head of the European and Foreign Exchange Divisions. In 1996, he was named one of FSA’s four Executive Directors, with responsibility for banking supervision. While at the Bank of England, he was a co-architect of the FSA.

Mr. Foot earned his undergraduate degree in economics at Cambridge University, and a master’s degree at Yale University. He was named a Commander of the Order of the British Empire (CBE) in 2003.


Sam Tymms
Managing Director, Promontory Financial Group (UK) Ltd.

Ms. Tymms focuses on global risk management solutions for financial institutions operating in Europe, the Middle East, and Africa.

Before joining Promontory, she served for many years in senior positions at the Financial Services Authority (FSA) and its predecessors in enforcement and supervision of global investment banks, clearing banks, insurance companies, asset managers, and stockbrokers. Her work included cooperative planning and enforcement with international regulators. Immediately prior to joining Promontory, she was in charge of regulating major retail insurance groups, many with global operations.


Jonathan McMahon
Director

Mr. McMahon focuses on risk management, governance, strategic planning, compliance oversight, and regulatory relations.

Mr. McMahon focuses on risk management, governance, strategic planning, compliance oversight, and regulatory relations. Prior to joining Promontory, he provided advice to financial services clients at Deloitte and Touche in the United Kingdom.

Previously, Mr. McMahon managed supervision and research teams at the UK's Financial Services Authority (FSA). As part of this role he was engaged in the formal investigation of a number of securities firms. He was also involved in the development of policy for UK retail financial markets.

Mr. McMahon undertook a wide variety of roles for the FSA including serving as Private Secretary to Sir Howard Davies and Sir Callum McCarthy, leading the team that developed the FSA's policy-making architecture, being involved in the development of policy on hedge funds, and participating in European Union negotiations on the development of the Markets in Financial Instruments Directive (MiFID).

Mr. McMahon started his career as a bank examiner at the FSA. He is a graduate of St. Andrews University in Scotland and holds a Master of Arts in History from the College of William and Mary.
